How do you feel about having set rules for people to follow

I feel confident about setting rules for others to follow. I would feel confident about it because, I would make basic ones that are pretty much having no violence at all. All my rules would be reasonable and just to make sure there is order and control. I would discuss these rules with the people involved and affected by them. Recently I joined a 4H group, during our second week we held elections. We had the jobs: sergeant of arms, secretary, treasurer, vice president, and president. We have a small group of eight people and being the oldest of the eight I pretty much had to run as president. (I was the only volunteer for president, so no vote was held for me to be president.) At the end of elections no positions were challenged, we had six people with jobs of the total of eight people in our group. We had two of the younger kids run for sergeant of arms and one for everything else. Sergeant of arms recite the American pledge and the 4H pledge, secretary takes the notes of what happened last meeting by reading the “minutes”. Our treasurer collects the dues which are around $5, which funds our trips and activities. The vice president fills in for me when I can’t make (If I can’t they require 24 hours notice) and also assist me with scheduling and activities. Next meeting, (every 2nd Saturday of every month) I will need to make the kind of rules I have stated above. But, the most difficult thing for me is to have respect for my authority and also have a friendly attitude that allows kids to feel they can ask me for help and not feel unwelcomed or afraid of me. Usually I have a friendly attitude, but the thing is I can’t allow a friendship or others can lose respect towards me if I listen to that person only/ plan things around them when it can be difficult for others to attend those plans. Having a good set of rules though can help/avoid that. Next meeting we are planning to set rules and start our meetings officially. This means we need to print off 4H news and make guidelines of what we are going to do in the meetings, as well as 2nd motions/choices. We have already made committees for craft, cleaning crew, and planting crew. We have elected chairmen for all of these committees. For all of these things and to keep order from turning to chaos our first thing to do after the pledge we will make rules and I will tell my reason for the rule and if someone suggests an idea I will ask their reasoning behind it. For example I’ll ask we must have a set number of people to join an activity that is from a committee and the number must be three people to attend or it is disbanded, reason because it is too much work for two people to carry and pick up an acre’s worth of trash.
